S78F.   County Executive Office -  Acting as the Orange County Flood Control District (OCFCD) - Approve Temporary Construction Easement Right of Way Contracts, Joint Escrow Instructions and Temporary Construction Easement Deeds with Orange County Transportation Authority (OCTA) for Interstate 5 Segment 2 from Yale Ave to State Route 55 Improvement Project ($4,646,600); approve related Right of Way Contract for Acquisition of Real Property and Quitclaim Deeds ($549,600); approve Possession and Use Agreements and Quitclaim Deed to the State of California and accept related Directors Deed Quitclaim; adopt resolution declaring OCFCD property being conveyed to OCTA is exempt surplus land under Surplus Land Act and California Department of Housing and Community Development guidelines; authorize OC Public Works Director or designee to execute all contracts, agreements, easements, deeds and related documents under certain conditions; and consider application of Mitigated Negative Declaration State Clearing House No. 2018051014 and other findings - District 3
